The research is organised in the following inter-related 5 work packages (WP):

WP 1 Methodological framework to assess financial schemes

This WP will make a critical overview of transport pricing and financing principles as well as a survey of the existing financing schemes for urban transport systems and develop a methodological framework for the assessment of those principles and schemes. Both private and public modes will be assessed and the analysis will focus on planned and/or already implemented practices in Europe.

 

WP 2 Methodological framework to evaluate real transport cost

A state of the art assessment of the evaluation of real costs of urban transport systems will be done. Both private and public modes will be assessed. The analysis will focus on the practical use of methods and will reveal strengths and deficiencies of methods developed and applied. Based on this assessment a framework for the evaluation of real costs will be designed and used as a starting point for theguide to be developed in WP3.

 

WP 3
Guide for the evaluation of real transport cost

The objective of this WP is to:
*elaborate an overall structure and cost framework for all important urban transport modes;
*define a common methodology to calculate real costs;
*describe the different steps to wards an Europe an guide;
*deliver empirical material for the elaboration of cost functions and calculation of unit costs.

WP 4 Design of new financing schemes for urban transport systems

In this work package new financing schemes will be designed, which together with appropriate pricing instruments can contribute to recover public transport share in urban areas.

 

WP 5 European handbook for the evaluation of real costs and the design of financing schemes for UPT systems

Finally the information and knowledge achieved in the previous steps will be summarised in a handbook meant to be a helpful tool for political decision makers and managers of urban transport systems at both tactical and operational levels.

DISSEMINATION ACTIONS

An advisory board constituted by relevant external stakeholders with whom the intermediate conclusions of the project will be discussed will closely follow the research work of FISCUS.

The most visible and direct action of FISCUS will be a final seminar, and the production of a final booklet for wide dissemination.
In parallel, a series of scientific papers shall be produced and presented in national and international journals.
