As a study supporting an Impact Assessment (IA), this assignment aims at supporting the Commission in identifying and analysing problems, measures and policy options for the possible introduction of a regulatory framework for hyperloop. As indicated in the Tender Specifications, the objective of the study Impact Assessment on Options for The Possible Setting Up Of Technical Regulatory Framework For Hyperloop Transportation is to define a preliminary set of rules for the development, testing and future deployment of hyperloop and likely similar technologies at EU level, considering the current stage of technological development as well as likely essential requirements.

The Tender Specifications also outline that the scope of this study comprises the whole EU27, as well as Switzerland. A specific focus will be possible on those EU Member States hosting hyperloop-related projects (Spain, The Netherlands, Germany, Poland, France).

An IA is required for Commission initiatives that are likely to have significant economic, environmental, social and other relevant impacts, or which entail significant spending, and where the Commission has a choice of policy options. IAs support the policy-making and decision-making process by feeding the evidence-based information needed to take an informed decision. IAs thus lead to more informed decision-making and in this way contribute to “better regulation” that delivers the full benefits of policies at minimum cost, while upholding the principles of subsidiarity and proportionality.

In this assignment, TIS is the task leader for the activities related to the analysis of the baseline scenario, as well as the assessment of impacts, being responsible for the quantitative modelling of impacts, as well as the qualitative assessment of impacts
