Shift2Sustain - Shift2Sustain – Driving Behavioural Change in Mobility Towards Sustainability aims to promote sustainable urban mobility by driving behavioural change through improved Mobility Management Plans (MMPs) and Measures (MMMs).
To this aim, Shift2Sustain focuses on:
(1) generating a database of information on existing MMPs and MMMs to understand their impact, success factors, and challenges,
(2) developing assessment methods based on environmental, economic and social KPIs,
(3) testing innovative approaches to understanding MMMs uptake and implementation, using gamification, serious games and behavioural incentives, and
(4) empowering stakeholders and guarantee knowledge transfer.
These four aims will be achieved through comprehensive data collection on current MMPs and MMMs to identify best practices and obstacles, pilot testing in seven cities to evaluate the effectiveness of different sustainable mobility strategies, stakeholder engagement and co-creation, development of evidence-based recommendations, including digital tools and policy guidelines for urban mobility planning, and knowledge dissemination, via open-access platforms, training programs, and partnerships with local authorities.
Shift2Sustain aligns with the EU Sustainable and Smart Mobility Strategy, supporting the transition to low-carbon and energy-efficient urban transport. The project contributes to the EU Cities' Mission by integrating technical solutions with behavioural insights. Additionally, its focus on stakeholder involvement, policy alignment, and innovative transport solutions ensures that results can be widely applied across European urban contexts .
Tasks performed by TIS
In Shift2Sustain, TIS main contribution includes the leading role in WP1 related with the project coordination, with the aim of ensuring the overall management and administration of the project. This includes coordinating consortium activities, quality assurance, risk management, and ethics compliance.
Besides cross-cutting supportive roles, TIS co-leads the development of innovative engagement tools in WP3, as well as Task 5.4 – Exploring the cross-sectoral catalytic effects of mobility management, supporting cities in reporting how their enhanced mobility management strategies contribute to climate objectives and other cross-sectoral benefits.
Shift2Sustain tackles one of the biggest barriers to sustainable mobility: user behaviour. The project combines data-driven analysis of existing Mobility Management Plans (MMPs) with behavioural insights, testing innovative nudges, gamification tools and serious games to encourage modal shift. Pilots in seven European cities will validate strategies and generate evidence-based recommendations, digital toolkits and training resources for authorities and operators. For TIS, the added value lies in coordinating a high-visibility Horizon Europe action, shaping EU guidance on behavioural change, and delivering practical solutions—such as the Play2Shift and Earn2Shift tools—that cities can adopt to accelerate the transition to low-carbon, inclusive urban Mobility
